The Johannesburg 2013 ECD/CD workshop is being organised by the Early Childhood Development Virtue University (ECDVU) of the University of Victoria in Canada and builds on earlier work undertaken by the Society for Research in Child Development (SRCD) and University of Victoria supported workshop held in Victoria BC, 2009.

The constitution of Malawi which is the supreme law of the land provides for protection of all children despite their status in the country. Similarly the Malawi Growth and Development Strategy (MGDS) though it does not explicitly mention early childhood development, outlines actions on ECDE such as expanding infrastructure for pre-school to ensure that more children have access to ECDE services; decreasing disease and deaths among children by improving health and nutrition; and reducing gender-based discrimination and HIV/AIDS.

Early Childhood Development and Education (ECDE) and pre-primary education are recognized as having a significant impact on the subsequent performance of children in basic education programmes by laying the foundation for literacy and numeracy, as well as critical thinking and analysis later on. However, there is not much emphasis placed on ECDE in most Southern African countries. For instance in Namibia only 7554 children between 5 and 6 enrolled in the Government Pre-Primary Education Programme in 2010, and only 32% of children under the age of five had access to some form of ECDE.

Bwafwano operates in four districts of the country. Namely, Lusaka, Chibombo, Chongwe and Mkushi Districts of Zambia with the Lusaka center being the secretariat.  Bwafwano CHBCO was established in 1996 as a community response to the increasing number of HIV/AIDS/TB and OVC in Chipata catchments area, a peri-urban settlement of over 103,000 people north of Lusaka main city.

The project seeks to establish a network of ECDE actors in Zimbabwe. Zimbabwe currently does not have a network that supports the development of ECDE in the country.
